Hight performance neodymium magnets and samarium cobalt magnets are under the category of controlled items. The original policy from Chinese Ministry of Commerce has officially announced that new export controls starting April 4, 2025, targeting NdFeB magnets containing two key rare earth elements: Terbium (Tb) and Dysprosium (Dy) and SmCo magnets containing samarium(Sm).
In April and May 2025, the policy is a new issue for both exporters and importer, even for the government officials. So all rare earth magnets are effected. In the beginning of June, the Chinese officials starts to issue a few licenses. After July, it was said that many licenses has been issued.
How to import magnets from China in 2025
Here we give the magnets buyers some suggestions about how to import magnets from China
1. Ask your supplier if they are ablet to magke the NdFeB magnets without the controlled elements.
Dy and Tb are in the formula of most SH, UH, EH or AH magnets and some H series. After the new policy was announced, many Chinese NdFeB magnets manufacturers took up research on the neodymium magnets without Dysprosium (Dy) and Terbium (Tb). Now many manufacturers can supply N35-N52, N35-N50M, N35H-N48H, N35SH-N45SH without Dy and Tb. If the magnets can be made without the controlled elements inside, so the exporters only needs to do a third party inspection report certificates No Dy and Tb is contained.
Samarium cobalt (SmCo) magnets must contain samarium so all smco magnets needs the export license.
2. Be prepared for a 2-3 month delay in receiving the magents.
If your magnets must need a export license, your supplier needs 2-3 month for getting it. The official approval period is 45 working days if the application documents are in compliance.
3. The documents that buyers need to prepare include the following.
- Importer and end-user introduction: Company Name/Company Address/Country/Company Website/Establishment Date/Registered Capital/Legal Representative/Number of Employees/Asset Scale/Business Scope/Main Products/Product Uses/Company Profile. Do not forget affix the company seal. (Your supplier will translate into Chinese) The original copy is needed.
- End-User and End-Use Certificate (from End-User): it is a official format, like a assurance or statement that the user will not use the magents in the storing, processing, producing and treating of weapons of mass destruction and their delivery systems. You just fill the company name, address, your contract number, the description of the magnets. Also sign and affix the company seal. (Your supplier will translate into Chinese).The original copy is needed.
- End-User and End-Use Certificate (from government of the end-user): It is a official certificate from the government department that proves the end-user will comply the items 1.2.3….. on the paper, It is the best option to use the official format. If not, please notice the products name, contract name, make the description of the goods, and will comply the items 1.2.3……. Aslo the paper must be affixed a seal by the government and signature from the government representative.(Your supplier will translate into Chinese) The original copy is needed.
- Aas your supplier to prepare a contract. The quantity and amount that are consistent with the actual goods.
- Other materials that enhance the persuasiveness: company brochures, drawings of products, pictures of final products. The more detailed the better for approval.
4. Try to increase the order quantity and reduce the number of orders.
The greatest cost of the current control measures is actually the time cost. So we suggest buyers increase the order quantity and reduce the number of orders.
5. Try to make the magnet ordering plan in advance as much as possible.
